Risk – Plant failure due to unapproved modifications
A competent authorised person would typically be a Project or Regional Plant Manager and/or Rail Plant Services Engineer.
Plant and rolling stock modification is defined as any configuration change that impacts on the:

- Intended use or purpose of the plant or rolling stock when modified (such as an excavator being fitted with additional lifting hooks to lift slung loads)
- Method of operation (when different from normal)
- Operational capacity and limitations (including stability)
- Design certification and or the registration differs from the original design
- Maintenance requirements specified by Original Equipment Manufacturer (OEM) or supplier
To gain approval to operate modified plant at a John Holland workplace, a modification request must be raised using the Plant/Rolling Modification Management Form and submitted to the Project or Regional Plant Manager and/or Rail Plant Services Engineer.
The plant modification process will include the following:
No plant or rolling stock is to be modified without the written authorisation of the owner.
