RISK – Qualified Worker in Charge does not incorporate all foreseeable risks in the risk assessment, resulting in serious incident (WHS) and / or Category A notifiable occurrence (RSNL)
Site specific risk assessment should include risks such as an easily reached safe place for workers, speed of the rail traffic, adjacent line protection, other workgroups on track, sighting distance, and also refer to the relevant rail network safety critical communication protocol.
The site specific risk assessment will determine the appropriate worksite protection requirements in accordance with the network rules and procedures.
Ensure the qualified worker in charge regularly reviews the implemented worksite protection to confirm the correct form of protection has been implemented and applied.
The risk assessment must include (where necessary):
- The level of worksite protection required to manage the scope of works
- An easily accessible safe place for workers
- Speed of rail traffic
- Adjacent line protection
- Consideration of other workgroups on track
- Sighting distance
- An effective method of communication
Specific controls for works that may affect track of multiple networks (interface management).
Protection arrangements must be reviewed when conditions change, such as:
- Visibility
- Work locations
- Work scope
- Communication method
