RISK – Incompetent persons associated with the lift
Refer to the Lifting Operations Competency Matrix for training requirements. Verifications of Competency (VOC) are required for Crane Operators, Riggers, Doggers.
Mandatory competencies for a crane crew (incl. Operator, Dogger and Rigger):
- Workplace Induction
- Dogger / Rigger / Crane HRWL / Ticket
- Relevant Verification of Competency (VOC)
Lifting Operations Procedure familiarisation training is mandatory for all subcontractor personnel with lifting operations as part of their scope of work (e.g. crane hire, steel erector etc.).
VOC prerequisites
Evidence must be provided by the applicant that demonstrates some or all of the following depending on the VOC and the Workplace Requirements:
- Ticket or Licence
- Statement of Attainment / Qualification
- Letter from Employer detailing previous experience
- Original Equipment Manufacturer (OEM) training
A dogging (DG) high risk work licence is required in the following situations:
- The person is required to direct the operator to move a load when it is out of the operators view.
- The person is required to exercise judgement in relation to any of the following:
- the suitability and condition of lifting gear
- the weight or mass of the load
- the method of slinging (sling/chain- basket, hitched, choked)
- the centre of gravity, where and how the lifting chain/sling is to be attached to the load
A person may not be required to possess a DG high risk work licence if they have received the appropriate training and instruction and are not required to exercise judgement because the following factors have been predetermined by a competent person:
- The weight of the load to be lifted.
- Selection of the sling and slinging techniques for the load.
- Condition of the lifting gear.
- The lifting points.
- The load lifted within the view of the operator at all times.
- Standard lifting procedures have been developed (i.e. TRA, safe work method statement)
